Consultancy services market in the Philippines

The Asian Development Bank’s (ADB) headquarters are in Manila in the Philippines. There are currently 65 member countries in the ADB, 47 of which are in Asia and the Pacific region.

In 2005 the ADB lent US$5.8 billion to its developing member countries. Another $198.8 million was used to finance technical assistance grants. Projects are primarily aimed at alleviating poverty and improving the plight of the poor.

The Philippines is the ADB’s 11th largest shareholder and its eighth largest borrower with loans worth $180 million in 2005.

In 2005 New Zealand consulting firms and individuals were awarded $6.1 million worth of ADB technical assistance contracts. Another $4 million was awarded for consultancy components of loan projects. New Zealand contractors won tenders for approximately $10.9 million worth of ADB-financed construction projects.

New Zealand consultants compete with many well-known international consulting companies from other member countries. Since the ADB is located in Manila, many consulting companies have established a presence in the Philippines either by associating with local consulting organisations or setting up their own marketing offices in Manila.

New Zealand’s major competitors are consultancy firms from the United States, the United Kingdom, Australia and Canada.

Getting your product into market

Associating or partnering with other consultants working on ADB projects is encouraged to gain ADB project experience. Also working with other consulting firms who have expertise in other fields will increase the chances of winning a contract.

New Zealand consultants may also find it useful to form an association with reputable Philippine consulting companies.

Other tips include:

  • register with the ADB and ensure your details are updated
  • regularly meet individual ADB project managers to establish long-term relationships
  • schedule a meeting with the implementing agency and their respective project managers to introduce your firm and signify your interest
  • the Philippines is a recipient of New Zealand bilateral aid, so knowing the consulting requirements of the New Zealand bilateral programme to the Philippines will increase chances of success
  • New Zealand Trade and Enterprise has an excellent network of contacts with the ADB.

Regulations

Qualified consulting companies must register with the ADB. The bank has specific minimum requirements for registration such as having a minimum of five full-time employees.

  • New Zealand consultants can take advantage of their expertise in disciplines such as agriculture, coastal resource management, telecommunications, information technology, environment, forestry, geothermal energy, power deregulation, public sector reform and tourism.
  • New Zealand consultancy fees are considered competitive compared to rates charged by other developed country consultants.
  • New Zealand consultants are highly regarded by both the bank and the executing agencies for their expertise, practical approach, appropriate technology, non-political agenda, adaptability and resourcefulness.
