Acting Trade Commissioner, Mexico and Country Manager, Colombia, Ecuador and Venezuela
Based in Bogota, Elvira Martinez is NZTE's Acting Trade Commissioner for Mexico and Country Manager for Colombia, Ecuador and Venezuela. She is responsible for developing New Zealand's commercial presence in Colombia, Ecuador and Venezuela and leads NZTE's work to support NZ businesses in Mexico.
Her career started as an Economist for the Colombian National Tax and Customs Direction. This was followed by the position of financial analyst in the Colombian Telecommunications Company-Telecom, before joining ING Bank as the Economist within the Credit and Risk Department, undertaking the macroeconomic and sector studies.
Elvira’s move into international trade and business development was kicked off with a role at the Department of Competitiveness at the Ministry of Foreign Trade where she worked on projects aimed at making Colombia a more competitive global player, and then as Deputy Director of Planning at Pro-Colombia where she was responsible for the design and implementation of the strategy to enter new markets.
In 2003, Elvira joined UK Trade and Investment as the Senior Trade and Investment Officer and Deputy Director, holding this position for over thirteen years. She was responsible for developing the UK commercial presence in Colombia in particular in agriculture, consumer goods, environment, retail, services, and transport, delivering services to UK companies, through advisory, market research, marketing and trade development activities.
Elvira holds a Bachelors Degree in Economics and Political Science from Carleton University-Canada, a Masters in Economics from Javeriana University-Colombia and a Post-graduate Degree in Management from the Open University in the UK.
