Our regional director supports NZTE activity in our region, representing New Zealand to industry and visiting officials, and fostering collaboration with partner agencies, especially the Ministry of Foreign Affairs and Trade. 

Our trade commissioners lead our in-market teams, facilitating and promoting trade and investment, and maintaining and broadening our network of business relationships. 

Our investment director leads our in-market Investment team, working with financial and strategic investors to support them in establishing their business in New Zealand or connecting them with exciting New Zealand investment opportunities. 

Our Marketing, Communications and Solutions team leads and works alongside our marketing and communication consultants, content producer and research analysts to help build a preference for New Zealand businesses in our region.

Based in Singapore, Joe Nelson oversees NZTE's offices and relationships across SEEA as Regional Director. Joe was appointed to the role in 2025, having previously served as Regional Director EMEA and New Zealand Trade Commissioner to the United Kingdom and Ireland, New Zealand’s Trade Commissioner and Consul-General to Viet Nam, based in Ho Chi Minh City.

Prior to joining NZTE, Joe was the CEO of Cedenco, one of New Zealand's leading exporters, where he oversaw the strategic acquisition of ENZA Foods and delivered significant sales growth for the company. His experience spans a broad range of New Zealand's primary industries including horticulture and food and beverage.

Joe holds a Bachelor's degree in resource studies from Lincoln University and a postgraduate diploma in business administration from the University of Auckland.


Joe Nelson

Based in Jakarta, Cecilia is New Zealand's Trade Commissioner to Indonesia and the Philippines. She is responsible for facilitating and promoting trade and investment, as well as building and maintaining an extensive network of business relationships relevant to New Zealand businesses in both countries. 

Cecilia joined NZTE in 2015 and has previously held roles supporting New Zealand exporters to achieve their growth goals in Aotearoa and overseas. She worked with companies across all sectors as a Customer Manager and as a Business Development Manager. 

Before taking up her current post in Jakarta, Cecilia served as a Commercial Advisor for the UK and Ireland, where she supported New Zealand companies to find and leverage opportunities. Cecilia was the lead commercial advisor for the technology, fashion and agritech sectors. She previously has worked in intellectual property, media and retail. 

Cecilia holds a Master of Laws from Victoria University of Wellington and has completed Sustainability Management at Cambridge University.

Cecilia Shand

Based in Mumbai, Graham Rouse is New Zealand's Trade Commissioner and Consul-General to India and South Asia, including Sri Lanka, Bangladesh, Nepal and Bhutan. He is responsible for leading a business development team supporting New Zealand exporters across these diverse markets, helping them to grow business relationships and achieve long-term success in a variety of sectors and industries.

Before his appointment as Trade Commissioner, Graham served as NZTE's Director of Missions and Events, where he was responsible for leveraging trade missions and major events to deliver international business opportunities for New Zealand. 

Graham has over 20 years of global leadership experience in the public and private sectors, including roles at Emirates Airline, ASB Bank, and Auckland Tourism, Events & Economic Development (ATEED). He holds a Business Studies degree and diploma from Bournemouth University.

Graham Rouse

As New Zealand's Trade Commissioner to Japan, Kylie is responsible for facilitating and promoting trade as well as building a network of business relationships relevant to New Zealand exporters.

Kylie joined NZTE in 2016 as Director of the Government's International Investment Attraction Taskforce, generating significant foreign direct investment value for New Zealand. In 2017, she became the Chief Operating Officer and Deputy Commissioner General for New Zealand at Expo 2020.

Kylie's previous leadership roles include heading up the Government's Major Events Development Programme, Head of Marketing for SkyCity Entertainment Group, Director of Events and Sponsorship for the New Zealand Tourism Association and Operations Manager for American company ETM Limited. 

Before becoming Trade Commissioner in Tokyo, Kylie attended Miyazaki University and worked for a Japanese organisation in the tourism sector. Kylie serves on the Australian and New Zealand Chamber of Commerce in Japan, and is a Board member for WellingtonNZ.

Kylie Archer

Maggie is New Zealand's Trade Commissioner to Singapore where she leads NZTE's trade team in supporting New Zealand companies to grow internationally. 

Prior she was the Director of Made With Care, New Zealand's first global brand Food and Beverage campaign designed to grow awareness, preference and demand for New Zealand's premium food and beverage products.

Her public sector experience has included her role as Director of Creative Hub, NZTE's internal marketing agency and Storyteller at NZ Story where she created tools and experiences to tell New Zealand's story to the world.

Maggie began her career as a Lloyds Insurance Broker in UK and USA before expanding into marketing and advertising. She has played integral roles in success of multiple start-ups including Aim Proximity in Wellington and Rapp Tribal in Auckland. She was also General Manager at Proximity NZ and Colenso BBDO before making her move to the public sector.

Maggie Christie

Richard Dunsheath is New Zealand's Trade Commissioner in Seoul, where he is responsible for delivering value to New Zealand companies expanding in South Korea.

Richard has spent over 10 years working for public and private organisations in China, Australia and New Zealand. He has had an extensive career at NZTE, including roles as Trade Commissioner Shanghai; Trade Commissioner Guangzhou; Director of Sales and Digital Services; Director Global Market Research; and as a Customer Manager helping a portfolio of New Zealand technology companies expand internationally.

Before joining NZTE, Richard worked in the waste management and franchising industries.

He has a Master of International Business from the University of Auckland, and bachelor's degrees in commerce and physical education from the University of Otago.

Richard Dunsheath

Based in Ho Chi Minh, Scott is New Zealand's Trade Commissioner and Consul-General to Viet Nam. He is responsible for facilitating and promoting trade and investment, as well as building and maintaining an extensive network of business relationships relevant to New Zealand businesses in Viet Nam.

He joined NZTE in 2012 and has previously held roles supporting New Zealand exporters to achieve their growth goals across a wide range of export markets. As a Customer Manager and Customer Advisor based in the Auckland office, he predominantly worked with New Zealand Consumer Goods and Services businesses.

Before taking up his current post in Ho Chi Minh, Scott served as the Market Manager for the AUSPAC region, where he supported the NZTE team across Australia and the Pacific to deliver localised support to New Zealand businesses. As Market Manager Scott was also responsible for NZTE's involvement in a number of NZ based business councils active across the AUSPAC region.

Scott has a Bachelor's degree in Political Science and History from Victoria University of Wellington and a Graduate Diploma in International Business from Massey University.

Scott James

Suzy is the Trade Commissioner for Malaysia and Thailand, based in Kuala Lumpur. She facilitates trade from the two markets to New Zealand and develops the networks of business relationships relevant to New Zealand exporters. 

Suzy joined NZTE in September 2017 as manager of the Missions and Events team for Greater China, based in Shanghai. Prior to that she spent ten years living in and operating businesses in, Mainland China and Taiwan. In 2020, Suzy became Market Manager for the East Asia region based in New Zealand.

During the COVID-19 pandemic, Suzy returned to New Zealand as a Customer Manager, where she was instrumental in implementing initiatives and programmes to support New Zealand businesses in adapting to the challenging environment.

In addition to her professional experience, Suzy studied at Massey University, has owned a café and cake shop, trained guide dogs, refereed at the Touch World Cup in Malaysia, and coached netball. She also holds a helicopter pilot's license.

Suzy Fewtrell

Kate leads the South East and East Asia Marketing & Communications team, covering communications, public relations, marketing, digital, events and ministerial trade missions for the nine countries in the region. 

She has over 14 years' experience working in a range of international markets and sectors, from education to insurance and technology, including as marketing lead for IBM in New Zealand. 

Kate began working for NZTE in Auckland in 2014, before moving to Singapore on secondment the following year. This led to her managing the East Asia Beachhead Advisor Network from 2016, gaining a depth of knowledge about doing business in the region. 

She took on her current regional marketing role in 2019 and is enjoying engaging stakeholders and delivering communication campaigns that raises the profile of New Zealand businesses in East Asia. 

Kate also volunteers with Daughters of Tomorrow, an organisation that helps women from low-income families in Singapore find sustainable employment.
